White larvae with brown paddle tails?

Anyone know what these things are and what I should do about them? I can't find a conclusive answer online. (I thought perhaps it was wasps laying in aphids, but now I doubt it...)
Each larva is a few mm long. They are attached to a bend in the tomato stem and there is fruit nearby that wasn't touched.
