Tiny bugs in rootball

I have 2 tomato plants (Box Car Willie) that have struggled since after the first fruits were produced. The first fruits were great. But the plants started to yellow and struggle from then on. I have used insecticide (did see some whiteflies) and Daconil(fungicide..i think that's the name) on them about every 2 weeks. Well, this past weekend i finally pulled up one of the plants (it was prob. about 5 ft tall), put it out of it's misery. What i found was that it had a very small rootball(about the size of a grapefruit) and it had very tiny, tiny white bugs in the rootmass. Anyone know what these bugs are? Did they cause death of plant or were they just a result of the plant being weak? And...what can i do to prevent it from happening again other than plant in different beds next year which i plan to do.
