Mini Free Form - What Plant Do I Use?

I would like to grow a small free form animal topiary in a pot (I believe they are 15" pots) as a companion to my miniature potted roses. I need suggestions as to what plant would be best. I would like something evergreen that likes full sun. It would need to have dense leaves that aren't too stiff. Small leaves would be best. I honestly just don't know what my options are.

I know that sphagnum topiaries in wire frames give immediate results, but I actually wanted something that would be a long-term project.
