looking for tropical,max shade,high water, frost tolerant plants.

Im planning on putting together a garden with the area of 15' long 2 1/2 wide. Its on a slant so im also planning on digging a miniature winding creek/river where water will flow between the plants maybe a couple inches away from them. Its under a deck and im putting a privacy trellis up next to it so the light the plants will be getting is very very low. So im looking for a tropical theme, with dwarf ferns, Asarabaccas, Colocasia affinis (dwarf elephants ear),some other high shade, high water, frost tolerant small/dwarf plants. I dont have alot of area for them to grow in maybe 1-2' wide max and 1-7' tall (the shorter the better). can someone lemme know which other tropical looking plants would work in my situation? and if the plants i pointed out wont work let me know also please. Im in northern Georgia if thats any help.
