Any suggestions for tropical fall planting for 7/8 border zone?

I was thinking of planting windmill, sabal, and maybe a cicad but not sure if this is the right time of year.

I usually plant shrubs at this time of the year.

Even in your zone, I would wait until spring to plant the palms since they need a good full growing season to grow their root system and store enough sugar for the winter to protect their tissues from freezing.
