Do not prune the plants, do not water them either unless you can give them very bright and warm conditions. Wait until the weather warms up, let 'em stay dormant. Nights above 60F, warm and longer days and sun are needed to initiate growth. Water only when you start to see leaves.

Seeds need heat and moisture to germinate, assuming the seed are fresh (not more then a few months old). Fresh seed germinate easily in 3-4 days. Your seed may not be fresh, but more likely it is not warm enough. They need constant 80-85F+ and 100% humidity.

I've been very successful (90%+ rate) using a seedling heating mat under fluorescent lights. If you are serious about growing from seed it is an essential investment for germination any time of the year. After a few months they are ready for real sun, or they can remain pampered for longer.

Do not use a residential heating mat as they are highly flammable.
