I am wondering where zone 7 is... Allamandas love sun and heat so if you can put it outside for the summer months that would probably help with the bugs and overall health. They bloom heaviest in the dry season here, at least the dwarf varieties. The large vines actually start blooming when the rains arrive. Do not over water them. The vines, in a natural environment, can be leafless during several months of the dry season so may need a rest period. Perhaps cutting back on the water in the winter months will help. Most soils down here are neutral, or a bit on the acid side so do not go overboard on acidifying the soil. chris

You will have to winter it over in a greenhouse or inside in zone 7. You can also cut it back and allow it to go dormant over the winter. Store it in a cool, not cold room and cut way back on watering. You bring it to a warm, well lit room in March and water it. I add either B1 or Superthrive to break dormancy but water sparingly until you see new growth. Once it's warm enough it can go outside but you'll need to slowly acclimate it to natural sunlight. I eventually keep mine outside in full sun during the growing season. I feed it monthly and add kelp extract, Thrive-Alive w/B1 and epsom salts. I also give it a foliar feed every 3-4 weeks with the Spray-n-Grow trio. I like Dyna-gro fertilizers. I start with an all purpose solution and will switch to a bloom booster when I start seeing buds. I'm in zone 7a, just outside Washington, DC. Hot summers, cold winters.
