Oleander variety least likely to get leggy

I am going to be planting some oleander that's pretty much out in the open, though it will be in front of a 6' western facing fence.

I'd like it to grow 8'+ tall. But I also want it to have leaves / flowers low down - I don't want to see branches.

Are there any varieties that I should try to get (or avoid)? Plus are not to hard to get in NorCal. I live near Palo Alto.

Here are some example varieties that Western Tree Nursery lists online:
Nerium oleander 'Cherry Ripe'
o. 'Hardy Pink'
o. 'Hardy Red'
o. 'Little Red'
o. 'Sister Agnes'
o. 'White Sands'

Sister Agnes seems good at least from a height point of view...

How tall does the Hardy Red or Hardy Pink get?
