I don't believe so. The site that cannot be mentioned here lists it as zone 8b or warmer.

With protection there is probably a good chance, but its such a slow grower that it will probably take over 20 years to get look like a really noticeable plant. They also arent huge fans of warm summers. Pindo palms might be better for you, but will not be able to survive the winter without protection. A cold tolerant form of Sabal minor and needle palms would be best for you and although they will need protection during the first 2 or 3 years, they can probably go without it after that. Windmill palms are also very cold tolerant and can handle about 5 F. I live in NYC and my windmill palm was unprotected during the worst of the winter and it survived with no damage. I would recommend protecting it during the coldest nights though.

Also never water palms during the winter
Never fertilize them after Late august/Early september
Never plant in the fall or anything after early august (and best planted in spring probably mid to late april when temps are in the 70s or 60s.
