Seed sources outside the US. its a gamble, because they could be confiscated, I have ordered seeds from Thailand, Malaysia etc. and rarely experienced any problem.

PS, I had to delete one site from above list, that has banana in its name, seems they are guilty of spamming, never the less they are a good source of cheap seeds and have a good selection.
