Dracaena problem

hello friends,

I have a lovely dracaena that I rescued years ago from a yard sale or something, can't remember. It is about 6 feet high and has two primary trunks. Last winter it started to show considerable stress. Growth is vigorous on all shoots but new and mature fronds sporadically wither up and die.I've posted a snapshot for further information. The plant receives regular watering during the summer months when it is outside, including leaching about once a month. It is in a clay pot which exhibits a white powdery residue on it's bottom. It is normally fed rainwater or snow melt as I gather fluoridated water tends to exacerbate leaf tip rot. Anyone have any idea what's wrong, and, how I might restore this great plant to health? It has not been transplanted in at least 2 or 3 years so I wonder if that's perhaps the problem ...
