Looks like it's not getting enough light. Probably could really use a bigger pot too.

That's it- lack of light. And a bigger pot is good advice also.

Could the Draco not being in a bigger pot also cause this?

As I would have thought it would need to be root bound before potting on?

I think what you consider root bound is TOO root bound.
From that photo it looks to be in a no more than 6" pot,maybe just 4". It should be at least in a gallon pot.
A lot of plants will put up with less light and being under potted when young...but if you don't upgrade conditions,then a decline will set in as it ages.

Thanks for the advice. My concern was if I was to pot it on, there would be a risk of the roots rotting due to more soil in the pot therefore holding more water when watering, especially now it's in the winter season. I assume this is nothing to worry about?

Yes, that's a valid concern if you're using potting soil. As long as the leaf tips are still pristine, it's OK, but waiting until seeing that is not what I prefer. It would probably slide out of the pot with rootball intact, if you want to see what's going on.
