Giant Bird of Paradise root rot save?

I have a Giant Bird of Paradise (white flowers)and I made the mistake of planting it in a very wet location (which I did not realize was wet about 7 inches down in the soil). The plant started to grow beautifully, but after a few months - it started to fall over - and sure enough - all of the roots were gone - none. And yet the plant is still alive !! The leaves are very green - no new growth - almost as if the plant was in suspended animation.

I ignored it for 3 months figuring it will die anyway - but there it is, leaning against a rock wall still alive.

so...Can I save the plant? How can I get it to grow new roots. I mean there are none! the base of the stalk is firm and green and where the roots came out - nothing.
