dragonfruit soil and cuttings question

I had traded for some dragonfruit cuttings with a couple of people
the weather had gotten terrible , cold and wet for days, and i had to take the cuttings out to let them dry, since 1-2 of them had gotten soggy and died, i wanted to save the rest.
One hadnt sent out roots yet, it is a big healthy looking cutting...

the other had a smal root starting, but its not fallen off. the cutting is a bit shriveled, but still green.

I had read here that they soil cant be too fast draining, but i knew since it would be outside, it had to deal with New Orleans rain, so it was about %30 sand - %50 potting soil and the rest local soil which is very fine sand with a little silt.

They still had over-water issues
can i keep these things outside in a rainy environment ??
what soil do i use ?

Are both the cuttings
(on my window sill for the last 2 months)
still good ? and how do i plant them ??
