Papaya seeds wont germinate ?

I bought 4 packs of seed from Aloha for different Papaya.

I had soaked 4 seeds (Wiamanalo x-77)
for 4 hours in warm water and planted them.
The container was on a heating mat...
3 weeks later, no sprouts.

So i took out 3 more seeds from the same pack, soaked them for 4 hours in warm water.

i put them in a plastic bag with a damp paper towel, added Gibberellic acid and placed on a heating mat.
That was 3 weeks ago and nothing.

Still nothing for the first seeds either (6 weeks total).

i had heard Aloha seed was a good company, but this is the second time i purchased seed from them.
The first was 2 years ago, and i had a couple that grew, but germination rates were low. under %50 if i remember right.

i planted 3 seeds 2 weeks ago from another pack
(sun gold), - and 1 sprouted, but lost it for some reason. maybe damping off?

a couple of weeks ago, it got fairly cold in the house
(low 60s), and the container may have been off the mat for a couple of hours here and there, but it never got "cold"

Any ideas ?
I hate to loose these seeds.
