Sorry if this is a stupid question, but have you been watering them? With sandy soil it can get dry pretty quickly.

Any chance it's cold damage? We had two very cold winters that damaged a lot of jack fruit trees.

They are irrigated, but it has been very dry.

I do think some of it is cold damage as it lost a lot of foliage after that last cold snap. However, even last year the trees were missing half of their leaves.

The tree has what looks like severe cold damage and now drought stress. It needs lots of water and some light fertilization. The prognosis: Guarded, at best. It is possible that the tree may have to be replaced if you want any decent fruit. But try the heavy watering for at least a month to see how much new growth can be generated.
