Hi, I'm assuming its in a pot since you live in Zone 7. Light green is normal for "newly" develop leaves (I posted a picture below so you can see) if that's what you mean by pale green.
Lychee trees are very sensitive to fertilizer burn so you need to use no more than 1/3 to 1/2 the recommended dose...I would fertilize it appx. every couple of weeks with a very "mild" fertilizer like Fish emulsion or Miracle Grow all purpose...again at a much lower rate than what's recommended, much better to fertilizer with less a little more often than give it the full dose all at once as it can damage the roots and the burn the tips of the newly formed leaves.

You can see the light green leaves (these are the new growths) and will turn darker green when it matures.

I would not fertilize at all until the leaves have harden off- lychee leaves are incredibly sensitive to fertilizer burn.
what type of lychee is it. where did you get it from

Hello puglvr 1, I appreciate the picture, lets me know the kinda lavender color leaves are normal. Yes, its in a pot, in the greenhouse as I type. I'ts gone outside on a few nice days/gentle rain. When I got it all the leaves were burned brown half way up. it was in a deep pot in 3 inches of totally saturated soil. I re-potted it and gave it a light dose of 8-8-8. Seems to like it. Jim
