Whats wrong with my longan

I got this longan this winter and it was frozen when it got to me but one branch was still alive. I have since nursed it back and it was doing great until about a month ago when I took it outside. The lowest temp was about 40 degrees otherwise I would wheel it back into the workshop. There was been some wind but I try to protect it but sometimes it still gets whipped around if I'm not around. I fertilized it with half strength dyna gro about a month ago. After I read in this forum longans don't like fertilizing, it was been flushed with about 2 inches of rain over the last 3 weeks. Soil pH is 6.8 with the capsules and distilled water (measured at 7.0), 6.0-6.5 with a probe. The water pH is 6.8. I'm using 511 soil.

Any help is greatly appreciated. Of note, my mango is doing great with the same care. My lychee again with the same care may have bit the dust (no green leaves).
