Why would the sellers not be legit? As far as this stuff working on mangoes, hopefully someone here can speak from experience.

I'm glad I read this thread do not use the previously mentioned powder they are not EPA or any other type of registered and importing them can get you in a lot of trouble. Plus it needs to be in a suspended concentrate at 25% in order to have consistent results and not severely damage your trees. Yes off season and early season is possible.
