What's happening to the Ataulfo mango in Nayarit?

We bought an Ataulfo mango orchard in Nayarit Mexico last year. For some unknown reason the harvest has severely declined in the last few years. There's millions of flowers but most of the fruit doesn't form properly. Only maybe 5% grow to fruition. The rest are stunted and undersized. The locals call these ninos.
This is a widespread problem (at least in Nayarit) that's causing many growers to graft on different species, such as Tommy's or Kent's. Does anyone have an explanation for this situation?
