I've never had a problem with Vivero Anones. I've only ever gotten excellent quality seeds. The owner, Sherry, is an extremely nice person and it seems as though by what you said she is willing to refund you your money minus shipping costs which is very reasonable.

To send back rotted dead seeds:
1) Put rotting dead seeds in a ziploc bag.
2) Put ziploc bag with rotting dead seeds in an envelope.
3) Seal and address envelope to Vivero Anones
4) Stamp and mail it.
5) Get refund from Vivero Anones

Good luck. I know the steps to mailing an envelope can be challenging.

Sherry sends seeds out to folks all over the world and I've not seen anyone complaining on the forums before. It is inevitable that something like this will happen now and again. Weather, postal service, all kinds of things can play a factor here. Very few businesses, if any, will ship replacements for free. I know Sherry to be a very nice person. I don't believe she would knowingly screw you out of anything.

Vivero Anones is top notch. I've purchased probably over 200$ worth of stuff from her and was incredibly happy with every transaction. Mrs Ballester runs one of the best seed shippers around. When she was on eBay, her feedback score was 100% for the 3 or 4 years and several hundred transactions that she sold. It sounds like you got an unlucky shipment, which is a rarity at Vivero Anones.
