She's thinking about "lasagna gardening", a great way to create new flower beds.

Whole sheets of paper or cardboard spread over the bed in layers will suppress whatever's in there right now, such as weeds & grass.

Add a layer of nitrogenous material such as grass clippings, horse or cow or rabbit or chicken manure, coffee grounds, tea leaves, grass clippings, alfalfa pellets, urine, etc, & by the time you get ready to plant, your "lasagna gardening" technique has prepared the bed for you.

It's also sometimes called sheet composting or composting in place.

If I just wanted to enrich an existing flower bed, I'd use the shredded paper;
it'll decompose faster.

Again, throw in some nitrogen to balance the carbon in the paper, & by spring your soil will be ready to go!

I have like (6) 55- gal bags full of shredded paper. I'll have to start gathering nitrogenous material to go with. I forgot all about card board boxes I burnt those already.
