WANTED: Mandevilla in Texas?

I have several beds with Carolina Jasmine and they have done very well here in Tyler (Z8) but I have a section that originally was setup just to hide an ugly fence but then became a rose bed too. Now I am convinced the Jasmine is going to choke out the Roses, since several time I have had to aggressively cut back thick mats of superficial roots that were tightly wound into the roses.

So I am thinking I would try a less aggressive jasmine or some other flowering vine that will cover the fence during the dormancy of the roses.

I was reading that the Brazilian Jasmine fits this bill but how does it do in Z8. this will be exposed to full sun most of the day including the late afternoon west sun. Again, the Carolina Jasmine loves it where it is plenty of water but lots of hot sun.

would the Mandevilla be good here or should I consider some other choice to hide my neighbors hideous fence behind my roses?
