WANTED: cherry tree question?

I have this cherry tree for about three years now and it only fruited the first year that I gotten it. It hasn't fruited again since then, but its sending out runners all over my yard and I can't seem to get rid of it. It's invasive like the trumpet vine that I have, but worse. Are cherry trees suppose to send out runners?

Thanks for the suggestion Sylviatexas, I haven't been reading the postings lately. One of my boys have DS so we have been really busy with therapy. Anyways, I'm thinking of getting rid of it completely. Only problem is that it's kinda late in the season to pluck it up and it's kinda big.
