Will Texas primrose work as evergreen groundcover?

We've been looking for a low ground cover to use in the front yard that can tolerate some Sun, is fairly dense, and remains (mostly) evergreen in north Texas. We have a single Texas primrose (Calylophus berlandieri?) that grew into a 30 inch diameter clump over the past couple years that looks like it could work - however, I've never seen it listed in print or on-line as a ground cover option. Am guessing it may be short lived, eventually go woody at the core, or has some other characteristic that makes it unsuitable for wide area coverage. Does anyone know?

Two others we're considering that frequently are listed as ground cover options for the area are Gregg dalea (Dalea greggii) and mountain pea (Orbexilum sp. nov.). Would appreciate any insights or advice on these, too. TIA

Edit: added photo of TX primrose holding evergreen after recent temps in the teens.
