That's a really nice chart Plantmaven linked too. I like how it gives recommendations for specific varieties that do well in this area.

As for some of your other questions-
1. You really can't tell without a soil test what specific amendments your garden might need, though adding compost is never a bad idea in my opinion.

2. There's many people that would disagree, but other than when I'm establishing a new bed, I don't till. I think it disrupts the soil layers that form, and promotes weed growth by exposing weed seeds to light. I do use a U bar digger to break up the soil a bit before I plant. I'll link to a website to explain in more depth if you're interested.
