Most stuff doesn't like wet feet, but one thing that comes to mind on a fence line is swamp jessamine. It's a cousin to Carolina jessamine and its native habit is bogs. I have some growing in a wettish area and it's doing well. Nice vine, lots 'o blooms.

I would look through listings for bog plants. Papyrus gets pretty tall.

Wax myrtle. Evergreen, takes wet conditions, creates berries that are eaten by yellow rumped warblers, so you'll have the added benefit of "butter butts" hanging out in the yard all winter!

Dido on the wax myrtle. Virginia sweetspire would be nice planted in front of that.

Buttonbush is another good option, but it is deciduous. Overall, I think Wax Myrtle would be a better fit for this location. You could include a few Dwarf Sabals along the fence for a unique look.
