Help my poor bay plant!

I am a total novice at gardening, and this is my 2nd year at planting anything (ever!). Last year we got a small bay plant and put it in a pot. This winter we brought it in the house. It is sadly not doing very well. First it was browning leaves. Then we took the leaves off, and doing internet research we think maybe it has a fungus. We have new leaves coming in, but they seem to be dying pretty quickly. The stems are almost black in color. Any suggestions?

I read someone milk is a good fungus fighter, so yesterday I did a spray of diluted organic milk, but no idea if that will help or not. Oh and we also seem to have some nats in the soil...is that what's causing the issue?
