There are many good air root pruning containers, no reason why it wouldn't be a good container for a citrus tree, even in your dry climate. But the point is that the make the tree a better transplant later, because you are less likely to grow a specimen with circling roots. My only negative comment is that no orange tree i am aware of is hardy in west texas. They are somewhat tender in central texas, and not completely safe in south, coastal parts of the state.
