If you want evergreen, you might consider dwarf yaupon and Harbour Dwarf nandina. There are also some interesting varieties of ground cover junipers out there, including blue toned ones. A secondhand copy of Neil Sperry's Texas Gardening might be a good investment for you.

None of these, including your rosemary, will survive a serious drought, in full sun, without occasional irrigation. I'd be thinking about some shade.

Thank you for the recs, whitecap. I will certainly look for the Sperry book. After doing some more reading, I'm feeling good about the sage but the lavender and rosemary are already wilting and acting like they hate it here and hate me, so I'm already anticipating replacing them soon. The husband wants to put giant agaves out there but I personally am not crazy about that kind of look. Our sprinkler system (almost working) is really good (when working, ha) and I'm actually more worried about overwatering the sage once it's time to program it and let it run on a schedule. I'm also considering a few pencil holly trees behind the sage.

I've gotta worn you that I've not had any luck with the pencil holleys on the west side of my house. And I've tried several times.

The pencil holly is a handsome plant, but is on my list of failures. It's nowhere near as tough as rosemary, and detests clay based soils. Sure you're getting enough water on your rosemary? May have passed the point of no return, if it's wilting. I water new plants with soaker hoses (the flat ones), every other day,for the first 6 weeks or so. Rosemary is about as tough as they come, unless you go with that weird, spiky stuff.

Sky Pencil, that's the name of that wretched plant. Mine died a slow, agonizing death, in part sun, in frequently watered, well amended soil.
