Joe, I haven't noticed any signs this spring. I think that's because they are most active in hot weather. I'll be watching for abnormally puckered leaves and brown streaks/blotches as the year progresses.

It may be that some of us will just get to enjoy our gardens in the spring and will have to cut back chilli thrips damaged foliage and dispose of it in plastic bags when it appears in late summer. But take some good pictures first!

Incidentally, they feed on fresh new foliage and then move on. Heavy fertilizing, especially with fast acting nitrogen fertilizers, encourges the growth they like

The only thing I have noticed is that the top branches of my Texas smoke tree didn't leaf out well this spring. That's a sign, but could also be a sign of drought damage. Be aware that not every puckered leaf or brown blotch will be chilli thrips.
