Yep.. that's what I've always heard.

I can't comment on evening primrose because I've never grown it, but I have lemon balm in a part shade location and it grows well there. I let it flower and seed, so I always have seedlings close to the original plant, but never in far flung locations or invading other beds. I like to encourage the seedlings because parts of the main clump decline every year or two.

I checked the one book I have on herb growing (Southern Herb Growing) -- it says lemon balm will grow in full sun, but it looks best in high shade.
