there is a place in dallas, east of white rock lake, don't know the name, but a nursery on the east side of the arboretum that has free mulch periodically. otherwise, i buy bags from lowe's. don't forget compost and other amendments to the soil, expanded shale for clay, etc. just covering problem neglected soil with mulch won't solve the issue. just fyi, you probably are doing that!!

If you check with your city, some of them have a mulching/composting facility. I know Mesquite does, and they charge a small fee for folks who don't live in Mesquite.
