Growing a hibiscus from a cutting

I've had a terrible time with my cuttings this year nothing seems to want to take. I have a hibiscus cutting that has been trying to start for a couple months and still doesn't have roots but I don't think it's dead yet since the leave are still green. Should I recut the base? Other suggestions? Is it too hot for it to start now? I have a good coating of root-tone on it and am using a potting mix with some perlite. Thanks!
