Is it not the season for bell peppers?

I planted these june 30th and they sprouted about july 10th (over 2 weeks ago)
They have not grown like, at all. Too hot?
I also planted some indoors and only 1 of the 3 have sprouted and it took about 2 weeks. And has had little growth.
Is it not the time to be planting bell peppers? I am new at gardening, obviously. I thought it was a good time but maybe i have read incorrectly.
