Pruning Live Oaks

It's my understanding that other than the dead of winter, the dead of summer is the best time to prune Live Oaks. Is it true that the beetles that spead Oak Wilt aren't as common when it's this hot?

I also hear alot of conflicting advice about whether or not to use pruning paint. It seems that when you prune an Oak at one of the recommended times it's not as critical as if you do it at a less opportune time.

FWIW, there's never been any Oak wilt in the neighborhood to date.

Thoughts?
