I believe it's Cenizo, Leucophyllum frutescens.

That's a beauty, so full of blooms. It looks like a green leaf variety. It might be 'Lynn's Legacy'.

Thank you for the link rock oak deer. I think you are right. The height and characteristics sound right. It was almost as tall as me.

To me I am always reminded of my grandmothers lavender azalea bush seen from afar when I look at a display of cenizo like that. They get to grow their azaleas in sun in Pennsylvania. She had a bush about that size. I know, Off topic. I keep hallucinating cool weather.
