Starting up a Houston community garden

I'm new to the Houston area and I'm finding the community garden situation for urban dwellers a big frustrating here in the Montrose area. I'm taking on a new challenge and looking to start up a new community garden for people in this area. However, the city Urban Gardener program will not provide me with a list of vacant lots until I can prove that I have a few people interested in order to first form a non-profit.

Any of you guys out there want to join me on this project?

Maybe you should post notices in local stores that have bulletin boards, or advertise in the local newspaper.
