Starting rue, fennel, and Queen Anne's Lace

I live just northwest of Houston and am working on a butterfly garden. I would like to get some plants going that are good for swallowtails to lay their eggs in...rue, fennel, and Queen Anne's Lace.

I have seeds for these. Is it possible to get these growing now or do I need to wait? I'm a transplanted Missourian and growing cycles down here still have me confused :)

I've got 3 healthy Rue plants, so don't need to start any, but here's an link on growing Rue from seed. Occasionally I get a volunteer or two. Great plant!
