Does increased height mean decreased production of green peppers?

I have 6 California wonder green pepper plants growing, 2 in a container with basil and 2 pairs in separate containers without basil. The plants are in their first year of growth but all rage between 3 and 4 1/2 feet tall. One of the shorter plants has 6 peppers over 3 inches long, but the rest seem to be lagging, in fact they are just starting to set peppers. Does the height of the plant reduce the yeild? I thought green peppers only were supposed to get 3 feet tall?
