If you contact companies like Weeks or Star and ask for retailers near you they should have ideas for you

In Ca the good bare roots run about $18 from those growers at my local retailer.

I would recommend Chamblees in Tyler, they have a wide selection and their prices are great. I make a trip over there every spring and all their roses are healthy and have thrived in my yard. They pretty much carry what does well in Texas.
