When to Start seeds indoors in Tyler

I'm not good at seed starting indoors. DH says they used to do it all the time - forever ago. So he wants to try some tomatoes and peppers this year to later set out in our hoop-house for an earlier start it is hoped. (supposed to leave for the summer late June so want some fresh goodies) Hoop House is bigger than I wanted and is more in the winter shade I'm finding out. Last year I had a small one for lettuce and another for broccoli both further over and had plenty of sun. Worked great. Big trees shade out garden in the mornings year around. Next year the hoop house will be put at the other end of the garden for more sun.
Anyway, any advice on the seed starting would be appreciated.
