Looking for a good hedge plant for a difficult area

Hi guys, I'm looking for a good hedge plant for road side planting. It need to stand up to a constantly damp area that floods(mainly after snow melt) and salt spray. Have tried to trench around the area to reduce the water to no avail. It will have full sun and fair wind protection. Ideally 6ft+. Bonus points if it has fragrant flowers or is a NY native but its not necessary. Any suggestions are greatly appreciated!

How about Osage orange? They are native, thorny (not sure if you want that, but it can be a plus), I think they are fragrant, and they are native. Some others that come to mind:
Forsythia
Rose of Sharon
Hydrangeas (paniculata or arborescens)
Tamarix (I believe this actually tolerates salt well)

All of these grow roadside in my fairly rural location on a hill where they sand and salt, and do well there.
