If you are going to start them indoors you can probably start them now or in the next couple of weeks. If you want to winterso them You can do the tomatoes, and snap peas now and then probably start the pappers inside.

The peppers and tomatoes are best started inside under lights. If you have a decent local nursery, they will also sell transplants. Sweet peppers are hard. Hot peppers are much easier, and a few plants can produce more peppers than you can imagine. If you have the lights, the peppers can be started now. If you want to try to grow them in windowsills, I'd wait for a couple of weeks. The transplants are set out sometime around Memorial Day.

Peas are something I usually plant around April 15th. They can be planted earlier, but will just sit there until the ground warms up, and in the meantime can rot.
