My Hollyhocks won't flower

Wondering if my problem has something to do with my area so thought I would post here.

I garden in southern Dutchess County and have rocky, very acid soli (5.4 ph). I started hollyhocks from seed in the spring of 2010. They are planted in a very sunny area. Last summer the plants grew some more but no blooms. I thought these were biennials and were supposed to bloom year 2?

Was in the garden a few days ago and saw that they are still alive (year 3??), of course this was an absurdly mild winter and my soil was barely frozen.

What's going on and what have I done wrong? I googled, but to no avail. If there's another forum where I might have a better chance of getting an answer, please let me know.
