Is it too early to plant these?

I have been storing some sub-zero roses in my screenhouse for about a month. I noticed yesterday that they were starting to sprout (they are in large one gallon peat pots wrapped in plastic). I've sprinkled some water on them once or twice. Now that the snow has melted and the ground is workable, is it too early to plant them?

Also, I have a wegelia that needs to be planted. The package says to plant when chance of hard frost is past. Or maybe I should pot it up in the sreenhouse with the Clematis until May. What's your experience? I usually don't buy plants until May or June, but couldn't pass up these good deals.
