Removing Hydrangea Winter Protection

I have some nikko blue hyrdrangeas with winter mulch still on them. When do Folks remove it? I am in Orchard Park, NY

I raked out all of my beds this past weekend and removed the leaf mulch/protective cover. I am in Batavia. I think most plants can survive a cold spring. Last year I cleaned out my beds in March due to the early Spring. Most years I clean out my beds around this time - first/second week of April.
