what is eating the leaves of bell pepper plants

I planted out my peppers a week ago and now have noticed that some of the top leaves of three of the plants have chew marks in them. The garden is fenced in. What pest would be doing this? Also I found a cluster of white eggs: a rectangle maybe a half inch by a quarter inch. It is in tact glued to the underside of a leaf. Is this beneficial insect or harmful?????
