Korean Dogwood not blooming or growing

The Korean dogwood tree we planted three years ago doesn't seem to be growing. It also has never bloomed. It is in a mostly sunny spot. Any suggestions as to why it has grown or bloomed? Would appreciate any ideas.

Hi,
I have two Korean dogwoods. One of the dogwoods also grows in the sun and had trouble starting, leaves wilting during heat. Dogwoods are understory trees, need some shade. Therefore you need to water it frequently and mulch well. That sunny dogwood of mine is now the more blooming one of the two, the other is in the shade.
