New lawn Springville

Greetings all, I've lurked for a while but this is my first post.
My wife and I just bought a new construction home in southern Springville and our thoughts are turning to putting in a lawn. I hope someone here can help.
What I'm facing: because it's fairly new construction (house was completed not quite two years ago, we moved in end of summer 2012) there are uneven spots and holes. These I'm confident I can fix without to much difficulty. The difficult part are the tumble weeds. I'm fairly confident my yard is totally covered with the Russian Thistle variety of tumble weed and I'm not sure how to get rid of them in order to either seed or sod.
We'll start with that. Any help would be appreciated.
